All school students must be of an appropriate age for the entry level for their school course, regardless of their country of citizenship. To be granted a visa for school studies, the student must meet the below Migration Regulations 1994.

Preparatory (Prep) and Years 1 to 6 (with a total duration of up to 7 years) form primary school classes in Victorian government schools.
Standard students must be at least 6 years of age at the time they apply for their visa. The final year of primary school is Year 6 where students are usually 12 to 13 years of age.
The school will assess your English proficiency level when you arrive, depending on your proficiency level, you will either stay in mainstream classes or the school will arrange you to attend private English lessons to make sure you thrive in the mainstream classroom environment.
English language entry requirements or needing to study an intensive English language program is not required for primary school students.
